This evaluation lets us take a closer look at the operation and challenges of a care system in South-east Europe.

It's a review of the care system in Kosovo, with a particular focus on foster care.

Although Kosovo doesn't have a legacy of Institutional care, like many other low-income countries it has a fragile state social services sector, with low budgets and not enough professional support. It has a small foster care system which is mainly maintained by the NGO sector.

This UNICEF commissioned review was based on interviews with many stakeholders and it addresses the key challenges they face and includes some recommendations.
