Our response to this Scottish Government consultation considers how the disclosure system could be improved to uphold the rights of children and young people with care experience, and remove barriers it can contribute to throughout their lives, whilst upholding its primary purpose of protection.

Further reform and simplification of the system are called for, in addition to greater recognition of the developmental needs of children and young people, and distinction between childhood and adult offending.
